Every proposed action is evaluated against a declarative constraint envelope before it is permitted to execute. The Action Evaluation Chain (AEC) runs a four-layer validation pipeline, and each decision is committed to an append-only Merkle Liability Ledger — cryptographically signed and immutable after write.

Because the ledger is append-only and hash-linked, records cannot be modified post-write. This produces a complete, independently verifiable audit trail of what the system intended to do, what was permitted, and what was refused.

AUTH_TOKEN and ENABLE_LATCH registers sit on a dedicated out-of-band hardware bus. The gate is disabled by default and armed only on cryptographic authentication, responding in under 20 milliseconds with an isolated reject/rollback bus.

This is the layer that makes the guarantee physical rather than procedural. A human override travels a path that bypasses the software stack entirely — so no model, agent, or compromised process can intercept, delay, or suppress it.
